In December 2022 it is planned to announce the "Save 2022", aiming at the energy upgrade of more than 50,000 homes. This is emphasized, among other things, by a written response from the Ministry of Foreign Affairs, at question submitted to the Parliament, regarding the governmental planning for the programs "Save".

With its response, the Ministry of Foreign Affairs confirms B2Green, which in December 2021, had revealed the official accession decision of "Save 2022" in the Recovery Fund, according to which the start of the cycle is timed in the 4th quarter of 2022, with the date of publication and signing of the legal commitment within December.

The answer to the Parliament was given on the occasion of a question from 42 SYRIZA MPs who asked for details about government planning for photovoltaic systems in Save Programs.

In addition to planning the start of the cycle, the Ministry of Foreign Affairs revealed that the eligibility of installing photovoltaic and energy storage systems is being investigated, while it is also under consideration whether the allocation of resources will be made at the level of the Region or Regional Unit .

Read below the full text of the response of the Energy Sector of the NSPR Staff Structure of the Ministry of Foreign Affairs, which coordinates the program on behalf of the Ministry:

In response to above question, and with regard to the responsibilities of our Service, we inform that:

The program entitled "Save at home - Cycles 2021, 2022", joined for financing, in the Recovery and Resilience Fund, with the No. 159296 EX 2021 / 13.12.2021 decision of the Deputy Minister of Finance.

The public expenditure of the project amounts to €1,354,080,000.00 (including VAT).

The Program aims to optimize the functional energy profile of residential buildings by financing renovations related to energy efficiency. It consists in providing incentives to building owners for energy-saving interventions in buildings that legally exist and are used as a main residence (single-family houses, individual apartments, apartment buildings), with the aim of upgrading them by at least 3 energy categories and saving energy in a percentage of more than 30 %, the reduction of energy needs and the consumption of conventional fuels, in the context of the transition to an "Energy Efficient Home". The incentives of the Program are shaped according to the income of the beneficiary and eligible income categories are defined, with the subsidy percentage increasing from the highest to the lowest income category, with the largest subsidy percentage going to energy poor households.

For the year 2021, the "Excoionamo 2021" program has already been announced, with the aim of the energy upgrade of approximately 50,000 homes.

For the year 2022, a corresponding program will be announced, aiming at the energy upgrade of more than 50,000 homes. The program is expected to be announced in December 2022. During the design of the new program, it will be investigated whether the installation of a photovoltaic system and an energy storage system will be included in the eligible interventions, taking into account the objectives, the available resources and the institutional framework for the implementation and management of the related projects.

It is noted that in the program "Save at home - Cycles 2021, 2022" funding is provided to support the preparation of a financing program for municipalities' energy communities, for the development of Photovoltaic Stations, the energy production of which will be distributed free of charge to energy-poor households. The aim is to reduce energy costs for this category of households as well as to improve their living conditions.

Regarding the €450 million that will be given by the Recovery Fund, these concern energy saving actions in businesses. Part of this amount will concern photovoltaic systems.

Finally, regarding the distribution of resources:

  1. For the Save 2021 program, a redistribution has already been made to amounts that were not committed when submitting applications for single-family houses / individual apartments. In particular, an amount of €20 million was redistributed exclusively to the first income category with the aim of addressing energy poverty (energy poor and vulnerable households), increasing the initially allocated resources for this purpose, from €100 to €120 million.
  2. For the Save 2022 program, the allocation of resources will be made after a prior evaluation of the data of Save 2021. In the context of this evaluation, it will also be investigated whether the allocation will be made at the level of the Region or Regional Unit.
