The "Save - Renovate" program, which mainly concerns closed properties, was put to public consultation by the Ministry of Environment and Energy.

According to the program guide, pre-published on the website (https://ypen.gov.gr/exoikonomo-anakainizo-gia-neous/) have the right to participate in the program natural persons, born from 01/01/1984 to 12/31 /2005 with a right in rem to an eligible residence (detached houses and individual apartments used as a primary residence).

The program will be implemented at the beginning of 2023 and those interested should act immediately, in order to "close" any outstanding issues, such as settlement of irregularities, purchase of the property within 2022, permission to change the use of the property to a residential area, first energy certificate, electronic building ID, etc.

  • What should we do in order not to lose the subsidy?

1st) We must have submitted our tax return.

2nd) We declare and settle any arbitrary constructions.

3rd) We find the folder with the plans from the urban planner, which are required for the Electronic Building Identity.

4th) We correct the square meters in the Municipality through the electronic platform, so that it is identical to what we declare in Q9.

5th) We check the address of the property, so that it is the same in all supporting documents (e.g. E9, PPC, Building Permit Form).

6th) We declare the property in the Land Registry.

  • What are the required supporting documents that we must collect?

The supporting documents required are:

– TAXISnet codes.

– Building permit form and plans or other legalizing documents.

- Declaration of compliance with a law regulating unauthorized constructions if this is necessary and which should be done before submitting the application to the program.

– Q1, why is the main residence of a natural person declared in this form.

– E9 in case of recent property acquisition.

– Title deed.

– Transfer certificate from the competent mortgage registry or certificate of its registration at the Land Registry Office.

- Responsible declaration of Law 1599/1986 in which it will be stated that the building will be used as a main residence. In any case, the declaration must show the name and tax identification number of the person who will use the building as their main residence.

– Building permit or settlement of arbitrariness.

– First Energy Performance Certificate.

  • What are the income criteria?

There are 4 income categories defined for the "Save" section:

  1. up to 5,000 euros annual individual income or 10,000 family income
  2. 5,000-10,000 euros annual individual income or 10,000-20,000 family income
  3. 10,000-20,000 euros annual individual income or 20,000-30,000 family income
  4. 20,000-30,000 euros annual individual income or 30,000-50,000 family income

For "Renovate" the income limit is 20,000 euros for everyone and in addition the total real estate of the applicant must not exceed 300,000 euros.

  • What are the key elements of the program?
  • The building should have a primary use as χώρος κατοικίας.

The main use of the residence is derived from the data of the user's income tax return within the last three years, with priority given to the reference year (tax year 2021). In the event that from the data of the income tax return, for the reference year, it appears that the property was not in use (vacant apartment, vacant detached house) in the tax year in question, for the certification of the main use of the residence, corresponding supporting documents from one of the two previous tax years.

If the residence has been acquired after 31.12.2021 ("recently acquired" property), a written commitment for the main use of the residence will be requested.

  • Short-term rental properties are not eligible.
  • Applications related to energy upgrading/renovation of an apartment building are not eligible.
  • Only one application can be submitted for each eligible natural person (for each applicant TIN).
  • Only one application must be submitted for each eligible residence of the current Program. A residence, with an active application in one of the energy upgrade programs, "Home Savings II" and "Save-Autonomous" and "Save 2021", does not have the right to submit to the current program. An exception is the case of a "type B" multi-family housing application apartment of the "Save - Self-Employment" Program, for which an application may be submitted as an individual apartment in the current Program.

 

  • Which residence is considered eligible?

A residence, to be considered eligible, should be μονοκατοικία ή μεμονωμένο διαμέρισμα και να:

  • It exists legally.
  • It has not been deemed demolishable.
  • It is used as a main residence.
  • To be classified in an energy class category lower than or equal to C, based on the Energy Performance Certificate (PEA).

The goal of the program is to save primary energy by at least 30% and upgrade the energy category based on PEA by at least three energy classes compared to the existing classification.

  • What is the maximum intervention budget?

In the "Save" Section, the maximum eligible energy upgrade intervention budget cannot exceed:

a) the product of 1.00 Euro times the total estimated annual primary energy savings (kWh) as derived from the A ́ Energy Performance Certificate,

b) the product of 220 Euros on the surface of the main premises as it appears from form E9, c) τις 22.500 ευρώ.

In the "Renovate" Section ο ανώτατος προϋπολογισμός παρεμβάσεων ανακαίνισης, δεν μπορεί να υπερβαίνει:

a) the product of 75 Euros on the surface of main premises as it appears from form E9, b) τις 10.000 ευρώ.

What does "Save" finance?

The "Save" section includes:

  • the replacement of frames,
  • the external thermal insulation,
  • the heating-cooling systems,
  • the domestic hot water supply systems,
  • the Smart Home devices,
  • simple household electrical appliances, which were foreseen in the separate "Recycle - Change Appliance" program.
  • What does the "Renew" program finance?

The renovate part includes:

  • renovation of bathrooms and replacement of sanitary ware,
  • renovation of kitchen areas,
  • entrance door replacement,
  • replacement and repairs of electrical installations,
  • plumbing replacement and repairs,
  • replacement of floor surfaces,
  • coatings and repairs of structural elements.
  • Can I just do the renovation?

It is not possible to apply for "Renew" only, while participation in "Save" is a condition for applying for "Renew".

  • Can a loan be given?

Yes. It is possible to obtain a low-interest renovation loan with favorable terms and to subsidize interventions to save and improve energy efficiency.
